Music festivals come and go in this town. With Thrilladelphia seemingly dormant, the PW-sponsored Popped! has assumed its mantle as the springtime local-music bonanza of choice. Meanwhile, the Northern Liberties Winter Music Festival is in its fourth year at the longtime indie outpost the Fire.
Every year finds the NoLibs bash expanding its range, pairing rock newcomers with electronic vets, and vice versa. There are also plenty of singer/songwriters and tough-to-define weirdos. The whole thing culminates in a tribute night that will feature members of nearly 20 local bands playing their favorite tunes by a gosh-wow quartet of heroes: Bob Dylan, Gram Parsons, Robbie Robertson and Neil Young...
